The applicant was discharged for unsuitability with a personality disorder. The applicant underwent a
psychiatric evaluation in the summer of 2007, after the applicant’s command had referred them for treatment
due to overwhelming stress and anxiety in adapting to military life in the first three months at a USCG duty
station immediately following boot camp. The applicant complained of harassment from shipmates and medical
issues stemming from a relationship with another shipmate. These events led to uncontrollable stress and anger

on a day-to-day basis. The applicant was prescribed medication for these symptoms and subsequently was
ordered not to drive in this fragile mental state of mind.

Following the applicant’s aforementioned psychiatrist visit, the applicant drove their vehicle into a telephone
pole in a bout of anger over their personal circumstances. Thereafter, the applicant was administratively
assigned to a larger support command to overcome these setbacks. In the late summer of 2007, the applicant
obtained a government vehicle under false pretenses for a medical appointment. The Officer of the Day ordered

the applicant back to the base as soon as possible. The applicant did not return to the base until two full days
later.

After a thorough review, the applicant’s record supports a diagnosis of adjustment disorder. However, the Coast
Guard did not adopt the usage of SPD JFY, Adjustment Disorder until April of 2009, ALCOAST 252/09. The
Board therefore recommends that the applicant’s narrative reason for discharge be changed to “Adjustment
Disorder” with SPD code “JFY”. Additionally, the board was unanimous in agreement to keep RE-4 reentry

code intact due to the applicant’s premeditated misbehavior, and lack of conformity to expected military rules
and regulations.

Propriety: Discharge was proper.

Equity: Discharge was equitable.
